OCI: NVIDIA GPU and Driver 515.43.04 Fails with "RmInitAdapter failed!" (Doc ID 2874432.1)

Symptoms

After upgrading the nvidia driver to 515.43.04, following OCI: Updating GPU Images with yum Fails with "Requires: libnvidia-egl-wayland.so.1()(64bit)" (Doc ID 2874224.1),

nvidia-smi returns "No Devices found" while at the same time the following messages can be seen on the console

 Upgraded nvidia drivers to 515.43.04-1
