explain plan contains unexpected tables

when reviewing some of the long-running queries executed during conversion runs, we have noticed the unexpected inclusion of the CI_INSTALL_PROD table in the explain plan.

Is this intended? and if so what value is the CI_INSTALL_PROD table providing in these queries?
