Symptoms


ACTUAL BEHAVIOR
---------------
The Change Beneficiaries icon has been enabled on benefits self service page but it is not working as per the requirement.

The following message is seen when participant tries to Change beneficiaries:

There is nothing here so far.
There aren't any applicable enrollments to change beneficiaries using this page. Use the benefits page instead to check for enrollment opportunities.



EXPECTED BEHAVIOR
-----------------------
Employee should be able to change beneficiaries any time

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Change Beneficiaries as per https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/benefits/releases/21D/21D-benefits-wn.htm#F19520
2. Login as Employee> go to Change Beneficiaries: page shows message above

BUSINESS IMPACT

Due to this issue, users cannot change beneficiaries
