Symptoms

User daily run automated functional tests and noticed performance degradation in the NonProd environment on OBP

Execution time of those tests increased from 9 minutes to 14 minutes and noticed that the average time of CreateShipment/CreateTransportStatus calls is now 2-3 seconds, compared to 1 sec in production. see below errors:

Please note functional tests (1 user), not performance tests.
reverted all changes to our chaincode that were made in the past month, but no improvement.
