Agent Console with SSO Enabled May Get a Blank Page Initially when Directly Navigating to Any URL Other Than Home (Doc ID 2877908.1)

Symptoms

When directly navigating to a page other than home page /occs-agent directly, it may get a blank page, and the browser address bar shows https://<server>/occs-agent/apc#!/redirect?redirectURL=<target path>. Refreshing doesn't help. However, navigating to the same URL again will load the page correctly.

Reproducible Steps
1. Login through SSO

2. Navigate to an order details page at https://<server>/occs-agent/AgentOrderDetails/<order id>

   Notice the page is blank and the address bar shows https://<server>/occs-agent/apc#!/redirect?redirectURL=AgentOrderDetails/<order id>

   Refresh the page doesn't get the correct page

3. Navigate to https://<server>/occs-agent/AgentOrderDetails/<order id> again, and it will load the page correctly.

   Indeed, navigating to any page directly after initial time will work fine.
