Symptoms

Cannot view, edit or deploy approval rules in Functional Setup Manager (FSM) due to error. 
All the processes for the Deploy Approval Rules are finishing in error.

STEPS TO REPRODUCE
---------------------------
1. Navigate to FSM
2. Choose option to upgrade rules and observe deployment error
