ACTUAL BEHAVIOR

Tax simulator only shows taxes which are enabled for both simulation and enable tax for transactions.
EXPECTED BEHAVIOR
-----------------------
To simulate taxes which are only enabled for tax simulation.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable tax for tax simulator only (not enable tax for transactions).
2. Verify that tax cannot be used in the tax simulator.
