Symptoms

Error occurring in Apex Application after upgrade from APEX version 21.02 to 22.01.

The error "ORA-20987: The requested URL has been prohibited. Contact your administrator."
happens when using  APEX_WEB_SERVICE.make_rest_request
Executing the same code using previous schema of Apex (APEX_210200) it is successful


Changes

 Upgrade to APEX 22
