Add Ledgers In Ledger Sets Error An assignment using this ledger or ledger set already exist in the current ledger set. (GL-781200) (Doc ID 2878875.1)

Symptoms

On : 11.13.22.04.0 version, Setup, Rapid Impl and Security

When attempting to add a ledger to a ledger set the user gets the error  the following error occurs.

ERROR
-----------------------
An assignment using this ledger or ledger set already exist in the current ledger set. (GL-781200)

The log for the process GlAccountingSetup shows the error :

SHRD0203: Error detected in function GL_FLATTEN_LEDGER_SETS.Fix_Explicit_Sets() - ORA-00001: unique constraint (FUSION.GL_LEDGER_SET_ASSIGNMENTS_U1) violated.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Ledger Sets
2. Try to add any ledger to the ledger set after verifying said ledger has not been assigned yet. Processes SubmitLedgerSets and GlAccountingSetup are launched.


When querying the tables GL_LEDGER_SET_ASSIGNMENTS, GL_LEDGER_SET_NORM_ASSIGN and GL_LEDGERS,  the specific ledger trying to be assigned was NOT in the GL_LEDGER_SET_ASSIGNMENTS table but one record of said ledger was in the GL_LEDGER_SET_NORM_ASSIGN.
