Symptoms
Client is unable to add payment method for a Contingent worker.
In the Organization Payment Method the LOV is blank.
STEPS

The issue can be reproduced at will with the following steps:
1. Create an Organization Payment Method
2. Add a Payment Source
3. Navigate to Payment Method UI of an employee and try to select Organization Payment Method from the LOV
