OTBI Report Issue- Not Equal Filter Also Filters Out Null Values (Doc ID 2879317.1)

ACTUAL BEHAVIOR

OTBI report issue- Filter on leads extension attribute is not giving right output

Customer has a OTBI report on Marketing - CRM Leads.
When he adds a 'not in' filter on any column e.g. ("Marketing - CRM Leads"."Lead Extension"."Extension Attribute LOV 047") <> 'MARKETING'), it also excludes any null values for that column along with MARKETING

Adding a explicit filter such as this is working to give expected results :
AND (("Lead Extension"."Extension Attribute LOV 047" IS NULL) OR (DESCRIPTOR_IDOF("Marketing - CRM Leads"."Lead Extension"."Extension Attribute LOV 047") <> 'MARKETING')))

Customer wants to know why Null rows are excluded when filtering

EXPECTED BEHAVIOR

Null rows should not be excluded when filtering out a particular value

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create report with simple filter with not in filter to exclude a value
2. Results show that output also excludes null rows
