ACTUAL BEHAVIOR

Attempting to roll back a process - the rollback is not progressing for specific records/these are not being rolled back

EXPECTED BEHAVIOR

To roll back a specific process

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit P11D process
2. Attempt to roll back either via Actions or using the standalone Roll back process
3. Roll back not completing for specific records
