Create Paysheet Search Participant Returns No Value (Doc ID 2879478.1)

Symptoms

User can not create paysheet for participant.  The participant search UI returns no data.  Also, running the Create Payment Batch did not create the paysheet either for this rep.

STEPS
The issue can be reproduced at will with the following steps:
1. Create participant "Test Rep1" with start date 1/1/22
2. Assign participant to pay group "Test Pay Group" with start date 1/1/22
3. Create payment batch
    Name =  Test Payment Batch
    Pay Group = Test Pay Group
    Period = JUN-22
    Pay Date = 6/30/22
4. Manually search for participant to create paysheet
    Advanced Search :
    Business Unit = IC BU
    Participant Name [Contains] Rep1
    .... get "No data to display"
5. Submit Create Payment Batch ( parameter Payment Batch Name = Test Payment Batch )
    Process completed successfully.  Search paysheets and still do not see a paysheet for this participant.
