Symptoms

When attempting to register a new user in the Digital Customer Service (DCS) portal the following error occurs.

Users were able to self register previously.  Suddenly this error started happening.

"Service is currently unavailable, try again later


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access DCS portal.
2. Register a new user and Submit
3. The error occurs
