Data Security Assignment Upload For Business Unit Is Not Working. Upload is working for all users except one of the user.

Below is the error while uploading the data
Error: User is not a licensed User

Sample File:
USERNAME,SEC_OBJ_CODE,SEC_OBJ_MEMBER_VAL,OPERATION
ABCDEF ,OA4F_SEC_HCM_BUSINESSUNIT_LIST,300000000000001   - Working for the user ABCDEF
