Approval Unit doesn't have a owner for current period.
Approval unit has "Ambiguous user" error for current period of the current year.

Approval unit has "invalid location" error for prior periods in the same year that are locked.

Approval Units for all the prior years that has all periods locked is replaced with another service administrators ID as the owner.
