PRC:PON: When Creating a Negotiation Why Do Some Negotiation Questions Default With an Answer and Some Do Not? (Doc ID 2883453.1)

Goal

Requirement is for none of the Negotiation questions to default with responses.

When creating a new Negotiation, some questions are defaulted with an answer.
Why do some questions default with an answer, and others do not?  Out of 20 questions, 3 have a default answer.
None of the questions should be defaulted with an answer because there is a setting for: "Automatically populate responses"
This setting is in the Qualification Area that is associated with all the questions that go on a Negotiation.  "Automatically populate responses" is not selected, so no answers to questions should be auto populated from previous answers.
