HTSUPLD Batch Restart Fails Because It Is Looking for a Reject File (Doc ID 2884643.1)

Symptoms


Find that the HTSUPLD_JOB (Harmonized Tariff Schedule Upload) batch restart fails because it is looking for a reject file.

Steps to Reproduce
-----------------------
1. FTP the new HTS file received from Customs in FTP path for batch to process
2. Run the HTSUPLD_PRE_JOB
3. Run the HTSUPLD_JOB
4. Make sure it fails with any data error.
5. Rerun the batch using the RESTART flag as Y.
6. Notice that the batch fails because it looks for a reject file.
