Symptoms

When you create an item via RIB XITEM at the Item/Sup/Country level with a numeric CFA value with decimal numbers, MFCS rounds the value. For example, you send 12.5, and MFCS gets 13.

However, the same behavior does not happen if you use item induction (spreadsheet upload). For example, you upload 12.5, and MFCS gets 12.5

Also, you can edit the CFA to a decimal value on the MFCS frontend.

Steps to Reproduce
-----------------------
1. Have a numeric CFA at the item supplier country level.
2. Create an item via RIB XItem with a decimal value for the Item/Sup/Country CFA
3. Check the CFA value in MFCS. MFCS will round it to the unit (no decimal part)
