Symptoms
Transfer: Create from existing allows approval of transfer with quantity = 0
EXPECTED BEHAVIOR

The transfer cannot be approved because item quantity = 0
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a transfer with multiple items, approve it.
2. Integrate a message from the external system (of the shipping location) to cancel one item full quantity.
(For a Warehouse to Store transfer, the WMS sends a message to ship one item fully and cancel fully one item).
3. Create a transfer from existing based on the above transfer. Approve it, Save and Close.
