Some Overrides in Text Administration do not Take Effect (Doc ID 2885715.1)

Symptoms

1. When removing an element from an array set, a popup appears (commerce array row deletion confirmation  pop-up). The message can be translated, but the label "Confirm" cannot be translated. This message can be found in Text Administration, but the changes do not take effect.
2. The translation from Text Administration for text "Model Configuration" does not take effect. The text can be found when opening a configuration in JET Configuration.
