Fusion Global HR: Resignation Submitted by a Manager can be Approved Without Reassigning Direct Reports (Doc ID 2886024.1)

Goal

It is possible for a manager to submit their resignation without reassigning their direct reports.
The Direct Reports section is hidden online, even though it was set to visible in HCM Transaction Design Studio.

When the transaction routes to the manager's manager for approval, the manager receives a warning that there are direct reports that need to be reassigned but is able to submit without reassigning the direct reports.

The Validation for Existing Subordinates Termination configuration on HCM Enterprise Info is set to Error.
With this setting, the expectation is that the transaction should not be able to be approved by the manager without reassigning the direct reports.

Is this the expected behavior?
