Symptoms

Import Export Functionality is not working for Project Org Task and ends in error. 


Row Identifier: 0001-01-01, 1. Status: Error. Message Code: PER_ESTD_ID_NOT_NULL_MSG. Severity: DEVELOPER. Message Text: FND-PER_ESTD_ID_NOT_NULL_MSG
The data row can be found in batch file OrgUnitMigration/1_BATCH.zip. Cause: The message, FND-PER_ESTD_ID_NOT_NULL_MSG, can not be accessed. Action: Report this problem to an administrator.

The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance -> Project Financial Management ->Project Organizations
2. Search Manage Project Unit Organizations Click in Import from CVS FILE ->Create New
3. Choose File and Submit
