Why Does UPLOADSALES Not Re-process the Rejected Files?

Symptoms
Over 700 POSU Reject files are moved from ADMIN/EXPORT to ADMIN/ directory. The files were zipped with ".zip" and ".zip.complete". The zipped files were picked-up from the "in" directory. However, after running UPLOADSALES, there is no evidence of the files being processed after the job is completed. Why were these rejects not reprocessed?
Steps to Reproduce
-----------------------
1. Move POSU_%_REJ.DAT files from the ADMIN/EXPORT directory to the ADMIN directory
2. Notice that Oracle file watcher from IN directory will pick up the files
3. Run the UPLOADSALES job
4. No files will be processed (e.g., checked FILE_UPLOAD_STATUS)
