Unable to Create Budgets via FBDI


ERROR
Error: The calculation failed because the start date or finish date isn't available for one or more periods.


STEPS
The issue can be reproduced at will with the following steps:
1. Download ProjectBudgetsImportTemplate.xlsm in https://docs.oracle.com/en/cloud/saas/project-management/22b/oefpp/importprojectbudgets-3002.html
2. Follow Instructions and CSV Generation
