Not All Records from ITEM_LOC_IN Table are Getting Loaded into SIOCS

Symptoms
In EICS, not all records where UIN_TYPE = SN or SIN are getting loaded into SIOCS from the ITEM_LOC_IN table.
Steps To Reproduce:
1. Execute the BDI batch - ItemLoc_Fnd_ProcessFlow_From_RMS
2. Once complete, execute 'Item location' data seed batch in the EICS application.
3. Once the SIOCS batch is complete, we see the discrepancy.
