Symptoms

+ Connections from sqlplus using SCAN failing with ORA-12170 :

sqlplus username/password@'(DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = scanname)(PORT = 1595)) (CONNECT_DATA = (SERVER = DEDICATED) (SERVICE_NAME = test)))'

ERROR:
ORA-12170: TNS:Connect timeout occurred


+ But tnsping using same connect string working fine which shows SCAN IP and port are reachable.
