Registered Web Services Getting Corrupted (Doc ID 2890199.1)

Goal

When using Application Composer to create Webservices to use in a customization via Sandbox, these integrations stop working when trying to use in the applications.

Error:
EGO-oracle.bpel.services.workflow.client.WorkflowServiceClientException: java.lang.SecurityException: WSM-06303 : The method "registerListener" was not called with required permission "oracle.wsm.policyaccess". Time taken by entire flow is 0 seconds., caused by exception: java.lang.SecurityException: WSM-06303 : The method "registerListener" was not called with required permission "oracle.wsm.policyaccess".

When trying to Edit already created Webservices objects, the following Incident errors are displayed:
Caused by: oracle.adf.controller.ControllerException: ADFC-10001: cannot
instantiate class 'oracle.adf.businesseditor.view.webservices.Resources' at oracle.adfinternal.controller.util.Utils.createAndLogFacesException(Utils.java:193)
Caused by: java.lang.NullPointerException

Testcase
========
1. Navigate to Apps composer
2. Select Application name
3. Select webservice
4. Click on edit
