ItemLocMod Messages Are Reaching SIM For Non-transactional Items (styles) And Failing In MPS

Goal
ItemLocMod messages are coming from RMS and reaching SIM for non-transactional items (styles) and failing in the MPS_STAGED_MESSAGE table due to below error:
- Cannot have orderable item without a primary supplier!
First, these are Modification messages and there is no respective item/loc combination in the STORE_ITEM table because all these messages are related to items with item_level (1) < transaction_level (2). In the STORE_ITEM There are only records for transactional items (transaction_level = item_level). There are no suppliers associated with any of the styles, suppliers are only associated to the SKUs.
Why are these messages being generated and sent from RMS and why is SIM is not discarding these messages?
