Fusion Global HR : Transaction Console Refresh Job Erroring Out When It's Scheduled To Run

Symptoms
The transaction console hasn't updated since 5/22/22. Ran the Refresh Transaction Administrator Console Transaction Status job from Scheduled Process page but the job is ending in error.
Ran the Refresh Transaction Administrator Console Transaction Status manually and also by clicking on Refresh icon in TAC but still failed with same error.
The following error is seen in the job log:
