Fusion Time and Labor: Absence Management Type are not Visible for New Hires or Rehired Employees (Doc ID 2891133.1)

Absence Types are missing from the multi-attribute time card field. This is only happening for rehired and newly hired employees.

Existing employees are able to select all of the eligible Absence Types in the time card field.
All employees can submit an absence request in absence management. Those absences are transferred to the time card.
The behavior can be reproduced at will with the following steps:

1) Navigate to the time card for a rehired employee
2) Select the Time Type field and notice no absences are displayed
