Symptoms

When attempting to export a benefits plan/program, the following error occurs:

EligibilityProfile: JBO-HRC:::HRC_FK_ATTR_UNABLE_TO_RESOLVE2: The values 300000369569656 aren't valid for the attribute OrganizationId.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Benefits Administration > Plan Configuration.
2. Select Export Benefits Plan Configuration from the right side tray menu.
3. Create and export and submit.
The process status = Completed with Errors.
