Administrator User Is Unable To Change API Keys For Themselves (Doc ID 2892546.1)

A User is in Administrators group
Administrators Group has standard policy allowing group to manage all resources in policy.

User is able to change ANY user (including adding/removing API keys), but unable to make changes to their own account (ex: add new API key).
