Symptoms

When attempting to rehire an employee, the following error occurs.

ERROR
-----------------------
The combination of reference values entered for calculation component Pennsylvania PDS already exists. (PAY-1635778)
You must enter a unique combination of reference values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Terminating an employee
2. Tax Withholding Calculation Card > Regional Calculation Components are end-dated
3. Rehire the employee
4. Error occurs
