Symptoms

ACTUAL BEHAVIOR
---------------
When creating retro change effective April 2021 and processed on April 2022 > The event notification has been created correctly.
Retroactive change created effective Jan-2021 and processed on April 2022 > Event notification not fully processed. When the Retroactive payroll calculation is run retroactive element entries are only created back to April 2021 period.

EXPECTED BEHAVIOR
-----------------------
As the employee has a backdated change to period Jan 2021, he expects retroactive element entries to be created up to that period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make retroactive change for an employee, with the effective date more than 12 moths in the past.
2. Check Retroactive Event Notifications > run Recalculate Payroll for Retroactive Changes
3. Check the Results and the status of the Retroactive Events
