OCI Load Balancer traffic no longer reaches backends with public IPs

Symptoms
Backends are no longer placed into service by the OCI Load Balancer, due to failed healthchecks. The load balancer is no longer able to send traffic, resulting in 502 Bad Gateway messages, among other issues. This is because the backend IP addresses are no longer reachable from the load balancer hosts.
