Error "IO Error: Socket read timed out" When Attempting to Publish a Project (Doc ID 2893764.1)

Symptoms

Publishing a specific project fails and the following error can be seen in the log after a long query:

[48] POST(SQL): IO Error: Socket read timed out
[48] POST(SQL): Connection has been recycled. Database: ProductionDB, Pool: PML, Id: 674
[47] POST(SQL): Errors occurred when executing following statement: DECLARE vproj_id number; msg varchar(2000); vspid number; vtotal pls_integer := 0; vupd pls_integer := 0; vinspls_integer := 0; i_start pls_integer;

Changes

 Increasing Connection Pools and Thread Pool durations does not help in this case.
