Find Rounding Rule Based On Currency Conversion Does Not Work as Expected

Expected Behavior
Expect Rounding Rule Based On Currency Conversion should work

Steps to Reproduce

  1. Create the rounding rule.
  2. Assign the rounding rule to a currency.
  3. Refresh the order promising server.

Example Setup and Behaviour

Manage Rounding Rules = Round To :0 Direction: Up
Manage Rounding Rule Assignments = SGD

Pricing Strategy : JPY
Price List : JPY
Price = 597.45 JPY
Conversion List from JPT => SGD = 0.012165450121654
597.45 JPY = 7.26825 SGD

Create Order and add Item then Your Price is shown as 7.26825 SGD not 8 SGD
