Oracle Fusion Learning Cloud: Alerts Not Being Sent When Using More Actions->Send Alert

Symptoms
When trying to send an Alert to Learners, no alert is sent out.
Steps to Reproduce
- Go to My Client Groups->Learning->Courses
- Select a Course then click LEARNERS
- Search for users then click More Actions > Send Alert
- The Process ID is provided for the job to run the alert which will show that in ended in Success.
- No Learners receive the Alert and when the Admin goes to Tools->Alerts Composer->Alert History, the alert is not showing as triggered
