Symptoms
In Oracle Cloud Infrastrcuture (OCI), trying to enable the Database Management fails with following error:
A problem was encountered: Authorization failed or requested resource not found. Contact your cloud administrator.
If the problem persists, contact Oracle support and provide the following opc-request-id: <OPC Request ID>.
