Goal

Request to clear waiting entries on ETITEMLOCFROMRMS topic on non-production environment.

Need to remove the entries that are waiting on ETITEMLOCFROMRMS topic for RIB_OCDS_ITEMLOC_SUB_1 and RIB_SIM_ITEMLOC_SUB_1 subscribers. There are over 2M on each which is too many to drain manually.
There is no need to save them as they are not required.

There were some invalid characters on item_loc.local_item_desc field which have now been corrected and were stopping these being processed.
