Cannot open/view "view spreadsheet" from submitted mass action processes (Doc ID 2895157.1)

Goal

When we are creating a Performance Document  through the Process Mass , once the process is complete, we click on "View Spreadsheet" button. After clicking on this button, the spreadsheet which gets downloaded to local is coming out as blank and there is no content in it.
