Symptoms

Resource Breakdown Structure cannot be added to Project Template.

The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance->Project Financial Management->Project Foundation->Manage Project Templates
2. Search and Edit Template
3. Edit Resource Breakdown Structure
