Symptoms
Transfer creation via RIB allows to create transfer transactions with same item in multiple rows which is not allowed via the RMS application. RIB needs to align with RMS application functionality
Steps to replicate the issue:
1) Create XTSF message with records of same item.
2) RMS consumes the message.
3) Transfer created with same item on multiple rows.
Expected result by customer - RIB/RICS should error out.
