Alternate Link URL Paths Are Not Correctly Translated to Destination Site Locale

Symptoms
In a multisite environment, where the sites URL paths use locale information, the alternate link URLs for each page to route to the other locale's version of that page do not correctly translate the breadcrumbs in the URL.
For example, when on http://<host>:443/en_CA/brand/shirts
The alternate link that points to the 'FR' site URL is returned with the word "brand" in the URL which is not translated and should be "marque" in that path.
i.e. alternate link should be http://<host>:443/FR/marque/shirts but is getting returned as http://<host>:443/FR/brand/shirts
