Symptoms

When attempting to edit the 'Create service request page' in Visual builder the following error occurs.

You don't have permission to view this resource


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the create service request page in next gen helpdesk
2. select actions and settings > edit page in visual builder
3. Navigate to   Help Desk > Employee > service-request-create
4. Visual builder opens the page and the error appears.
