Unable To Perform Mass Upload Using "Import From CSV File Option" (Doc ID 2897141.1)

Goal

When trying to use "Import from CSV File option" option for one of the setup "Manage Expenditure Types". However every time system is showing following Error: "The data row that caused the exception exists in the PJF_PROJECT_EXPENDITURE_TYPE.csv file.
