The Earned Value Cost fields are not calculating for some tasks.

Why is Earned Value Cost 0 for some Activities?

STEPS TO REPRODUCE:
1. Import xml and Baseline, set Baseline as Original this will set the Baseline for Earned Value.

2. With the Baseline open, run Recalculate Costs.

3. Go back to Current Project and run Recalculate Costs.
