Symptoms
On : 22.10, Application Development (Visual Builder/Designer)
When attempting to deploy any VB application to OIC after Visual Builder update to 22.10 , it fails with error.
ERROR

Error: Unable to obtain an access token from the user credentials in this build step. Make sure the username and password are correct for this step in the job config and that they represent a valid IDCS basic authentication login
Changes
Visual Builder was upgraded to 22.10 version.
