Shipment Automatically Tendered when Orders are Planned by a Recurring Process (Doc ID 2897834.1)

Goal

A bulk plan recurring process is configured to plan order releases.  The shipments planned from this recurring process automatically have a shipment status of SECURE_RESOURCES_TENDERED, although there are no agents in place that tender the shipment.  When planning an order release manually, the shipment is not tendered and has a shipment status of SECURE_RESOURCES_NOT_STARTED.

What configuration in OTM allows for the automatic tendering of shipment when planned through a recurring process?
